more of a rule to try and tell myself NOT to buy stocks that are trending down, rsi is falling, macd is bearish and then complain because they fall further. And not to buy stocks that have just surged into overbought are sitting at RSI 70+ and are on the upper bollinger - also usually followed by a "But why did they go down...." duhhhhhh
