You are making things up.
The company does not need to NEGOTIATE funding. Funding has already been negotiated. Financial closure does not involve any negotiation. Financial closure is about meeting financial conditions. That is all. It is not about NEGOTIATION as you are suggesting.
Do you know the 2 conditions they need to meet?
The first one involves signing the MPA and the 2nd one is providing evidence that each party has the capacity to fund their portion.
