    Would there be any concern/opposition say from the government in TCL taking over CEU? Or anyone else for that matter?

    Irish, macquarie are the innovators in infrastructure packaging. Many have listened and have emulated. None have been so successful though. These guys are true monopolists; Toll roads, airports and water utilities to name a few.
