Looks to me those 1.4-1.5c cappers are BS,

I witnessed someone selling a small parcel this morning at 1.4c, back of the queue with 15 odd mil in front. A split second later the 15m were cancelled then reapplied with his order being processed.. follows yesterdays similar behaviour when I bought and my order was backed by 12 odd mil a second later...
