If Britain did it and were caught out heads would roll for anyone involved - most likely jail time
If Russia or Syria were caught heads would also roll - but it would be those that exposed it that would be in trouble
For all of Britain crimes it is a democracy and lot more open and less centralise power than in Russian or Syria
That provides at lot more checks and balances
