We needed to get the agency responsible for the nuclear fuel cycle set up before we can sign the deal on the two uranium deposits.

The new agency will be able to privatise parts of the nuclear fuel cycle in Ukraine. The Enerhoatom national nuclear power company is not allowed to be privatised under Ukraine law and it will have a different Head to Nuclear Fuel Ukraine, so there is no conflict........basically we are moving closer to the announcement we all want.



Cabinet To Create Nuclear Fuel Of Ukraine State Concern In Place Of Ukratomprom (14:03, Tuesday, January 15, 2008)

The Cabinet of Ministers is intending to create the Nuclear Fuel of Ukraine state concern in place of Ukratomprom concern.

Fuel and Energy Minister Yurii Prodan announced the plans to the press.

"We are creating another concern "Nuclear Fuel of Ukraine. [The Ukratomprom concern] is being liquidated, while the new company will be brought in compliance with the requirements of the decree of the president of Ukraine," he said.

The minister said there would be no dual subordination of the concern, like in Ukratomprom, which included Enerhoatom national nuclear power generation company, whose former president, Andrii Derkach, was simultaneously the director general of Ukratomprom.

The new concern will be involved in the development of the elements of nuclear fuel circle.

As Ukrainian News earlier reported, the Cabinet of Ministers has cancelled its decree on creation of the state concern Ukratomprom.

The Fuel and Energy Ministry ran the concern.

The concern unites Enerhoatom national nuclear power company, Eastern ore mining and enrichment plant, Directorate of enterprise built on the basis of Novokostiantynivka deposit of uranium ores (Kirovohrad region), Smoly state enterprise (Dnipropetrovsk region), Zhovti Vody-based Ukrainian scientific and research and project-exploration institute of industrial technology (Dnipropetrovsk region), and Dnipropetrovsk Precision Pipe Plant state enterprise.

The Cabinet decided to set up Ukratomprom to create the full nuclear fuel production cycle in Ukraine.

Financial programs of creation of the nuclear fuel production cycle are carried out only at the expense of the national atomic energy generating company Enerhoatom.

President Viktor Yuschenko said the government resolutions on concern creation contradict with the law «On basis of national security in Ukraine», as it makes possible alienation of property, banned to be privatized, particularly, of nuclear power stations, which operate within the country's power grid and ensure its integrity.
