Some Sydney Councils have a tracking device that allows the public to check the progress of Development Applications in their system.
If the SA Mining Department do not have something similar they may respond to an "over the counter" query as there should not be anything confidential in the PEPR which I assume to have been prepared in conjunction with the general public.

At least they should (hopefully?) be able to advise on what stage the PEPR approval process is at.

Perhaps some kind Rex SH working in or visiting the city might have a try at getting progress information from the Mines office?
