MNS is in the same boat as any other Tanzanian graphite hopeful IMO. In fact the SEZ could be putting them at a disadvantage. Why would a quarry get the nod over a a graphite miner looking to value add directly from mining operations, thereby offering better immediate revenue prospects for the Tanz government?
