Charging fees for services not delivered = Theft. Stealing. Large Amounts. The money of the customers. Thousands of them.
I cannot abide the euphemistic expressions used to describe what the got up to. Criminals.
Off to gaol. jail ? Anything less will be typical "one rule for poor people, another rule for rich people".
