Theoretically you could treat high grade ore for "gravity only" on a small scale really cheap, less than $20 mill maybe , and just pile up the tailings for further treatment later .
I can only remember seeing it done once and it didn't work .
I got the impression this is what was being mooted but I didn't ever expect it to happen .
Realistically it's a long slog from here !
