"to process the Ngualla Ore at the mine site before shipping a beneficiated concentrate to a secondary refinery outside the country"

Thats the tricky thing spud. Unprocessed concentrate is banned from export...which means that processed or beneficiated concentrate should be eligible for export. The issue is at what point is a concentrate consensus considered to be processed? For graphite, would a 98% TGC concentrate be considered to meet this requirement? I guess something else they might consider is are there facilities located in Tanzania than can provide the further beneficiation required to meet the desired end product?
