    The regulations are based around the frame work of the legislation yeah? So it stands to reason that ANY regulatory frame work could NOT be drawn up in a fashion that is incongruent with the legislation itself? It seems that there are a few furphies being bandied about in this respect, as the legislation is pretty clear IMHO.
