I agree.
Probably the three biggest on-premises infrastructure considerations will be the usual suspects of power, vehicle access and water management but given this is a commercial venture and in the normal course of assessment none of these would come under NAIF consideration. NAIF may very well be in a position to provide the peripheral economic infrastructure that presents at the property boundary for the company but that's it. And that can be sold to the masses as PSD having government support as that peripheral infrastructure investment may not have occurred in the absence of the PSD project.
May I suggest PSD requires "power" rather than it needs a power station per se. NAIF may well be party to funding the provision of power to its property boundary as it would with any other qualifying business and it may even go so far to a main distribution point on the premises but beyond that it would fall back on to the company. Legune Station is not exactly a small property as it is around 180,000 Ha so power provision is something that will need careful planning and design and would not fall in to the NAIF funding criteria by itself as it is part of the commercial enterprise. By the way there are far smarter ways of generating and distributing power for a station of this size and type and none of these would fall into the NAIF approvals bucket either.
Water management is another big on-premises for this station as 60,000 Ha is floodplain and that has got to be the toughest thing to address for SFG given it is trying to develop a substantial aquaculture venture there. Somewhere between salt, brackish, fresh, grey and black water and then the "wet season", flooding, tidal flows and its own fresh water dams (i.e. Forsyth Creek and the proposed Bluey's Dam) is a massive civil engineering exercise and subsequent civil works and again, not something NAIF could or should entertain as it is of a singular business interest and offers no wider community or business benefit.
Last one is roads and vehicle accesses across the property and with a such a mix of floodplains, rocky high grounds and varying grounds structures this also would require either serious civil engineering effort or serious off-road transport, air transport or shallow water transport and I can't see NAIF partaking in any of this either. Unless they are going to try and play the tourism card at the remote ends of property and seek assistance on that basis but what a long bow to draw to get debt funding.
From a project effort and project funding perspective the above alone verges on a large mining operation and then there is the actual tiger prawns facilities to overlay on this and all the other critical details to take into account like communications, security, EMS, HS&E, EPA, housing etc etc.
They should consider walking away from it or, at best, syndicate it and then it begs the question as to with who and what would they do there and how would they put a complex financial structure together for the syndicate and this is before the capital works for the proposed 10,000 Ha tiger prawn pond and facilities and will this impinge on the other syndicate members...
...ad infinitum ad nauseum.
But boy oh boy! What a cracker of a dream it was.
