so you know - normally the distinction is whether you make an introduction vs a recommendation - a recommendation starts from an implicit assumption you have some grounds of knowing what the client wants and what the service offers - and thats there's something of a match.
an introduction with no promise or suggestion of a 'fit' - thats usally clear air. no one can have the basis of an expectation from either side
forgetting about the legalities - business is hugely and justifiably squeamish about people even reaching out to prospects - they want to control who they target and how their service is positioned.
doesnt mean you cant tell a mate you;re excited about the BUD service and suggesting his business contact BUD or vice versa - as long as there's nothing that hints at a business evaluation, or undertaking.
pro forma letters being mailed out by 3rd parties are a definite no no
