A Government devises a scheme to assist the less well off & gets their lawyers to write up some legislation.

Some private lawyers & accountants find a loophole & sell it as a legal minimisation scheme to their wealthy clientele. The clients may fell a bit bad about "taking money from the poor" but, as many of them feel that they pay too much tax, they see the loophole as some sort of refund.
