Can you really expect anyone to believe anything that spouts out the fiscal orifice of the of the IMF, the same IMF that was not even capable of seeing the emergence of then Global Financial Crisis? How can any, so called high level organisation, be more fiscally stupid than that. The word arrogance comes readily to mind.
