The biggest issue would be the N C statements re DoD a done deal. I think the the SP went over a $1 on that one alone. It was a premeditated false statement designed to decieve the market.

Not sure about that one as if it had passed all Natick testing and Pyroman FR testing then it would have been under the old rules to announce that it was a 'done deal', i.e. we were the only ones to pass all the tests.

The rules have changed now and you only have to look at the 'further explanation' Ann's being released by companies to see they have changed. You cannot announce any 'deal' without describing the buying party, monetary value (if any) and the material terms on the 'deal'

I agree that previous announcements would not meet the new apparent standards, however they probably met the old ones.
