The MMP is not just one document, it is a suite of documents and from experience can take a long time to write, much longer than the 3 months since the EIS ann. The disappointment is that PB waited until the EIS to start the development of the MMP. This could have been started while TNG was waiting to hear back, or at any time over the last 3 years!
