Understand it was Mahathir's son that originally brought Lynas to Malaysia, Najib lured them to his seat in Kuantan, then provided no support back 2011, or recently.
Presuming Rule of Law, Mahathir may even provide a better working environment, where it doesn't take two days to fix a broken water pipe.
Just speculating, but Mahathir was a pretty tough cookie last time around, Q is probably how much influence he can have in a short period but bottom line, LAMP proven & compliant in all respects.
