I think TNG have been aware of these conditions as they have already been develping the management plan (if my memory of announcements serves me correct)
12 months of bore data may be from bores they put in or existing bores.
I assume (and hope) that this isn't the first they have heard about and have been making the necessary arrangements in preparation of the mining plan.
I also assume the trading halt is so they can respond accurately to the approval conditions as this can be interpreted in a negative way
