    Google Total paid sign-on bonus to Senegal Gov (recent example I am aware of).

    Happens a lot in Third World countries.

    That is why I posed the question to Ya.

    You will note, Ya put out two examples as well - WPL in Maituania and Hunt Oil in Senegal.
