    Tenders are typically expensive and time consuming... plus they are normally done for probity reasons. While I don't have visibility into Indosat's internal policies, imo it doesn't feel appropriate in this situation. Plus from my experience, you would only negotiate the final contract with the preferred tenderer, so it doesn't make sense (unless tv2 are flat out lying) for them to announce that the "key terms" had been agreed if this was still undergoing the tender process. A more likely outcome, is that the any contract negotiated will have "get out" clauses for Indosat... or since Indonesia is the wild west anyway maybe they are not concerned with such things.
