There was never a tender process nor a reason for one. Indosat is not buying any equipment or software. It is buying a white label service from a provider. The network is Indosat's, the hardware is PGASCOM's and the apps/software is TV2U's. The only thing Indosat would be paying for upfront is any specific development work TV2U is doing for them and some consulting fees. The rest is basically equivalent to a profit sharing agreement. Indosat collects subscription fees from its customers (the same way Apple collects Netflix, Prime, and Stan subscriptions through Apple TV) and pays PGASCOM and TV2U a percentage/fixed fee per subscriber (or pays TV2U who then pays PGASCOM or the other way around). We will find out the details (maybe) when the contract is signed. Regardless of the mechanics, the upfront cost is not the huge part, the subscriber fees are the big deal and you can't tender for that.
