David can say that Smartfren is still a goer, of course he would! But the fact remains that they are on a back-burner at the moment. No progress whatsoever has been done on their staging platform for a few weeks now, no new content visible, and all the work that has been done is on Indosat's iStream. Not to mention that if TV2U is to deliver the platform to Indosat before the WC, all its efforts would be focused on that delivery. They have no slack to deal with anyone else, and that includes Brazil. So it's either Indosat or Smartfren in June.

Now, the announcement states "one operator", if that was Smartfren then why not say so? That's the operator everyone knows about since November 2016. There is an agreement with them, so it's no secret. The only reason someone would state "operator" without naming it is because they didn't have a signed contract at the time. This "operator" has to be Indosat, not Smartfren. Once the equipment is installed at PGASCOM, they have to do some serious implementation work, software loading and testing, on the production platform. Speaking strictly from a technical perspective, no one in his right mind would do it for two customers at the same time, on a new, untested platform, days before launch.

That does not preclude TV2U from delivering a Smartfren's platform after Indosat is up and running. That is also implied in the announcement as it mentions that they are, jointly with PGASCOM, "targeting ISPs, telcos", which would include others potential customers as well. It would be much easier to implement new customers after the first one is up and running.

All in my opinion of course
