You're entitled to your opinion on the roads and quality. I'm also not discounting the fact that its a work in progress and that later sections of the road need major works. However I'm not as pessimistic as you are on its status simply because solid progress is being made.
* Clearly someone is paying for this.
* CREC is all over that road building (including the 4km in Manono) and there is a specific and systematic south to north push for the rehabilitation according to the Antenne du Katanga de l'agence Congolaise des grands travaux.
* A toll payment was mentioned I believe at the GM for road maintenance.
* In regards to moving equipment over (good) dirt roads in your last post, its done all the time. AJM did it with its plant from the main highway.
