I think you'll find the hardest part of the road rehabilitation is the section after Mitwaba.
More specifically, the area around Tambo. Currently there is a passage through a mountainous region which is about 60-70kms long which takes around 4 hours to drive as you can only drive one way at a time.
Of course they are going to rehab the easiest parts first, the flat and straight sections.
