Yes.....which is why I then paid attention to what they said they were going to do.....
They're allowed to average that production, but they have repeatedly stated they aren't going to get near it any time soon. They're looking at 180ktpa LCE in 2021 as per the earnings report, which is far from 400ktpa.
This is because they are limited by 1) the technical issues with expanding and 2) not wanting to expand faster than the market.
They have consistently stated they want to maintain their market share, and grow at the same pace as the market, which maximises shareholder value. Their actions back that up.
Just because they have an agreement to be allowed to produce up to that much doesn't mean they can or will do it.
