It’s not raising new A$23b.
Last time raised A$1b to roll over the debt in April 2017.
Same document was lodged on 3 April 2017, raised A$1b to roll over the debt from current to non-current.
TLS may raise A$1-3b to pay current/due debt, just for debt rollover similar as last April, imo.
