My experience was the exact opposite!
I was able to register in a matter of minutes.
It felt like they were able to cross reference other data on me.... because the data I had to supply was minimal.
I actually think this is a BIG STRONG POINT for PIL.
When I signed up for OFX years ago it took ages.
