From the Media Release today:
Imperium3 has submitted financial details to the Department of State
Development as part of the Queensland Government’s approval process
for $3.1 million contribution to complete a feasibility study.

From the ABR article:
Probuild which, with consultants WT Partnership and Norman Disney & Young, will undertake a feasibility study.

So has the funding been allocated and if so who to? Are the Queensland Govt managing this using Probuild etc?
It would be good to see an official Terms of Reference. It is all quite vague.
