The commonwealth is nomenclature for the agreed assumption of common responsibilities of the states, the issues surrounding aborigines are endemic to the states and territories, each state could assume its own responsibilities. This would of course assist Tasmania who would owe billions but have no one to pay.
As this solution is a nonsense, the Commomwealth who assumed responsibility for the administration of Aborigines is therefore responsible for the similar and amazingly consistent mistreatment of aborigines by the states and the state.
