    If qbl are theoretically buying out bhc, do bhc’s licenses transfer to qbl and if so is it that easy...?? Wouldn’t the legislative body or whoever oversees the licensing have to approve or in any way scrutinize the deal and the purchaser prior to giving the ok...?
