Well I looked and I can't find any evidence that the authorities did anything to prevent this coming to trial ? If its so easy maybe you could link me up to a few press reports proving that the police and prosecutors who brought this to trial and got successful prosecutions were at the same time trying desperately to not bring it to trial ?
