It was tree prunings, so it wasn't part of any garden, it was just where I had left what I had pruned off a tree.
The council only moved onto the tree prunings after they failed at trying to issue me a $500+ fine for the garden protruding onto the footpath.
It was the councils tree that was protruding over the footpath, not my garden, so they turned narky and tried to complain about the tree pruning sitting on the garden bed, (hence the tarp).
Funny thing is, when they thought the tree protruding over the footpath merited a $500+ fine, as soon as it was pointed out that it was the councils tree, the council decided the tree didn't need to be pruned nor a $500+ fine.
