It could. Or some methodology of extracting the nickel/cobalt may prove cheaper or nickel/cobalt prices increase and thus validating the capital spend even further.
There are many ways this could be a viable deposit, as hundreds of others out there are also in similar position - potential deposits which will need a bit of work and a bit of luck to succeed.
