51% Vs 49% is a huge deal. If it wasn't why wouldn't 50/50 work... Control, Or lack of it.

There's no way 51/49 was a coincindence around values. It's a total strategy that I imagine would have been the deal breaker for the party wanting 51%.... As the 2% is everything in a voting situation!
