Why not?...p platers have zero alcohol rules, and other have .05%. So the precedent is already there for special groups. It would never a pleasant thing to tell someone you have to lose your mobility because your reflexes have slowed, but if it saves innocent peoples lives then it needs to be done. Yearly testing I think is a very reasonable thing over the age of 70, and not just a nice letter from the doc.
