Nope, that’s exactly how it reads to me. Need to change the hearts of all men. All boys have had such appalling upbringings that they need to be told not to rape girls. Or boys, presumably, Wilkinson is being sexist there.
What needs to change is people’s attitude to their own safety. There has never been a utopia where people have never been attacked. Walking through a park at night with music on your headphones makes you an easy target. Like running out onto a zebra crossing without looking. You have every right to do that, but it’s not smart.
