They see anomalies at depth that could be Ni, Co and Sc. They sample soil and rock chips which confirms the presence of Ni, Co and Sc at surface, which bodes well for interpreting the anomalies below ground to be from these metals.
Without drilling you won't know for certain if, or how much there is.
