Overworked journalists throwing together articles in under 20 minutes may not have the time to fully research and understand the nuance of each stock they write about.
Seeing the words JORC & PEA, they will immediately assume the stock is still in fund raising and pre-site works, and will angle their story accordingly.
They are glossing over "fast track" and just assuming it's hype meaning "we will get their as fast as we can" rather than understanding that AGY have deliberately reshuffled the resource project playbook and reordered the steps; dig first ask for JORC & PEA later.
Hence we get this sort of thing...
The journalist in Mining Weekly actually stated AGY isn't starting development until late 2019. Unwittingly false.
What a wasted opportunity.
