There are 3 core licenses from the ODC which are granting involved with cannabis specifically

You've got:
Medicinal Cannabis Licence (cultivation and production)
Cannabis Research Licence (cultivation and production)
Manufacture Licence

Medicinal does have restrictions however that one IS aimed towards the production and cultivation of product for sale for medical purposes

The research license is more limited to research around the plant (To the way i understand it, could be wrong)

I have seen this question come up and i'm troubled that so many people with such strong opinions don't actually read the first page, yes, on the first page of the announcement it states what type of ODC License they have.
