    How good is CAN at project management?

    They have to manage the build of an A$100m facility over + 12 months.  This is more cash than they have in the bank so will need more capital (= shareholder dilution) and/or debt (= more financial leverage).

    If you value CAN relative to its more mature major shareholder Aurora, then current mkt cap is not far off fair value with the risks involved.  I can't see how Aurora could pay much more for CAN without diluting its own sp?  This all assumes demand exceeds supply in the medium term, which is probably a reasonable assumption and probably baked into the Aurora mkt cap anyway.
