100% of them are human - so what? We are not talking about a whole industry branches with 200.000 or more employees wiped away with a decision. Jaguar / Landrover just set 1000 employees in the UK onto the streets because of the brexit.
In the UK also the government decided something "for the greater good" and against resistance - in the Lynas debate it's short term economical benefit (let's say 20 years) vs. the fear of long term environmental concerns and storageing costs.
