I don't think they missed it at all.
Timing was a little poor for an announcement (late afternoon), but initially I think this was the ann that resulted in build up pressure in the SP to 0.061.
The short rally failed to do anything other than run out of puff and make a lower high.
IMO it's back to the mid to low 4's for a period until the 'next' build up of anticipation.
