"The Ministry of Energy and Minerals of Tanzania issued a ban on the export of mineral concentrates AND (not OR) ores for metallic minerals such as gold, copper, nickel and silver, with effect from 2nd March, 2017."
Therefore a ban on (both metallic and non-metallic) concentrates AND (separate category) raw material ores for Metallic minerals.
Page 8 of the amendments to the act, not the original act. Defines graphite as a non-metallic mineral.

Now is graphite a mineral concentrate? depends on the level of purification, but mostly, yes it is - as it still needs to be processed into products. Thats where there SEZ comes into play.
