The press release heading makes it quite clear what is banned

"EXPORT BAN OF METALLIC MINERAL CONCENTRATES AND ORE"

It's rather sad that certain posters seem to wish a ban is in place, perhaps trying to position MNS as having some edge if nobody can export graphite, unfortunately the market doesn't seem to be buying the story and obviously BKT recently had no problems exporting graphite ore.

Perhaps MNS have simply misunderstood the ban, would be a bit embarrassing, wouldn't it, not understanding the legislative requirements of the country you are looking to operate in?
