I agree with your take on A and B. I think the message that items A and B send is obvious and very exciting.

However, I think there is more to C. My understanding was that 2 onshore Kwanza blocks (ex licensing round) were very close to being finalised. Whilst not being explicit, point C implies that specific blocks are not on the discussion table at the moment but may be when CVI takes a closer look - "CityView will also be actively involved in determining which blocks to focus on for acquisition."

Don't get me wrong. I think today's announcment are extremely positive.
