AGO is loosing moneys on IO. What a company does or can do depends on specific situation. If company is financially strong it may increase production and losses to eliminate weaker competitor. Clearly that is not a case with AGO, AGO is the weaker party. The company may cease production altogether, large immediate losses result. Again this is not a viable option.

So the company may decide to reduce production and losses, but still stay in the business. What is an appropriate level of production, in this case, is a complex problem and the outcomes of deliberation, are only probabilistic. AGO is also influenced by Gina, what are her preferences, we don't know. By the way, I said something about Gina and was muffled on suspicion of saying something or other.
AGO decision appears to me rational or, I don't know any better. You reference to reporting to ASX are beyond may comprehension.
Regarding income from lithium handling, I understand AGO, money is still in transit and so is lithium. AGO reported clearly on prospect of additional income from lithium contracts.
