Wouldnt be a trading halt if this was a general issue to shareholders. No this is an issue to someone who is going to play an important part in this company's future. That is my guess anyway.
Placements are not always a bad thing. I much rather they place now at $1.60 then when they were 20c. Much less dilution.
Remember right now in this climate, geting money out of investors is very difficult. Any decent placement is a positive in my opinion.
