The fully diluted shares on issue figure is a common denominator used when estimating the value of a company.
So given the fully diluted SOI has now increase by over 400m then yes this issue effectively dilutes the company's valuation.
The flipside to this coin is that the company has now secured a potential cash runway in excess of $40m which will hopefully result in value creation for shareholders in the long-term and thus mitigating the dilutive impact.
